    I7-6900k (8 core 16 threads) OC'd to 4.1 ghtz. GTX 1080 OC'd 20%. 32 gig pc 3200 ram. Running on SSD 500 gig and a 2TB back up harddrive.
I run at 4k max all settings average 70 fps, though when I hangout at dolemans with more than 30 players the average goes into the low 30s

    ~6 years old. i5-2400, R9-270X 2GB, 8GB RAM, Win 7 x64 No OC

Most things on, or on High. Getting 40-50fps in Vivic crafting area right now, get 50-60+ out in the world. Runs just fine.
(disclaimer: haven't done trials or Cyro PvP, so can't judge that performance)

edit: correction... doing the daily delve in Zainsipilu, I was getting 80-100fps

    Mine's a custom build (almost a year old now): i7-7700k, 4.20gHz, GTX 1080 Gaming X 8GB, 16GB RAM (2x8GB) running on 512GB SSD and 2TB HDD.

When ESO is good, it's good. And then it's not. Despite good hardware I still get the lag spikes and long loading screens and issues with graphics not loading (terrain in Vulkhel Guard during Jester Festival was super bad). When it IS good though, I run everything on highest specs with 60 fps and under 100 ping so...

    What's "expensive"?

Replace the I7k model with a non-K and save $50, and SSDs are pretty inexpensive now. 2TB hard drive is less than $80. 32GB of RAM is overkill, as 16GB is more than ample. GTX 1080TI is (was) $500.

Basically: I spent $1200 for my rig. I don't call that "expensive" when a similar system sold shows why doing it yourself is always the better choice.

Oh, nards. I forgot. I haven't purchased the sound system and Win10 yet. Add another $300. :p
