I was in Cyrodiil and my bars greyed out while my stamina was being drained.
I tried pressing "Esc" but it didn't worked.
So I used the best of all solution: I opened the Crown Store! It ALWAYS works for similar bugs but... it didn't.
This should be a really insidious bug, then ;-)

reActor1✭✭✭The bug seems to be still here, happend more then once since my original post.
It turns out it's like a "shift" key resulting pressed even if you are not, thus explaining the stamina drain and unavailable skills.
It's a random (not found out what triggers it) sprint persisting until you run out of stamina or "release" the sprint, pressing shift.
