forced reinstallation after changing ESO Plus

I have cancelled 3-Month-ESO-Plus in Steam (message was: game was removed), played the game as normal, next day added 1-Month-ESO-Plus in Steam.
Now Steam downloaded 30% of the game again. When this was finished, I started the launcher. It verified the files and after 10% starteted to download the whole game again. But the whole game is completely on my harddisk!
This takes me about 5 days before it is downloaded again. What can I do??

    You may have missing or corrupted game files causing the launcher to download game files again. Through Steam, try verifying the game cache for ESO to check your current install. If it does find missing files, it will need to re-download them to your PC.

    The game files were not changed. ESO-Plus was cancelled in Steam, the next day I played it without. The day after I added another ESO-Plus and tried to play it. Then Steam redownloaded huge parts of the game and the ESO-downloader also redownloaded two times huge parts of 49 GB.

    For me, it seems like, it was caused by cancelling ESO-Plus. Steam interpreted it, as if the whole game was removed.

    You aren't the only one. There are a number of posts on the Steam discussion boards where this has occurred.

    seems like steam gives no support for this issue.
    What does ZOS suggest?
