Empty Halls

This topic has probably already been touched upon but just for the sake of contributing I'll raise it again.

Houses, especially the bigger ones, feel rather empty with no NPCs to populate them. We have the banker and merchant but those are just two, not much variety to choose from. Unless your house is the hall of a large guild, and has a lot to offer seeing as guild halls are a dime a dozen lately, your house won't be populated with players often. Feels anticlimactic for a large and well-furnished home to be so empty.

Including NPCs would contribute to the atmosphere of a house, even if they don't serve any particular purpose like the banker and merchant. Could be done by adding them as furnishings, like with the soul shriven you can purchase with crowns. I also recall a post suggesting the option to add our own characters as NPCs in our houses, which is also a great idea.

    I have two issues with Notable houses, this being one of the issues... The idea of having NPC guards or civilians wondering around is one of them - I like the idea my self.

    you had Lydia and a bunch of brats to roam around in skyrim... in oblivion the DLC castle had NPC staff too.

    evidence that its possible right off the bat.

    the other is the lack of access in the house. you buy a huge estate with crowns or millions of gold, only to realise you can access three open plan rooms the size of a small house.

    Either NPC's you can buy or more humanoid appearances for Target Dummies. They could tie them into those Achievement Busts of bosses you killed combine the Bust with the Target Dummy to create a look-a-like of that Dungeon Boss.

    One they could consider that would not affect game balance is a stable master (larger homes only) to let you train at home. Since you can place your mounts and pets, someone to care for them seems appropriate.
