The ESO Launcher stopped showing the announcement pictures; how do I fix it?

I just did a fresh re-instrall of windows (win 7 64 bit), loaded ESO, and launched the game. Everything (including my add-ons) worked fine for the last two weeks of playing almost daily.

Then I decided to turn off some un-needed windows Services. Turned off about 50 of them.

The next day, the ESO Launcher Announcement Pictures stopped showing on the right side of the ESO Launcher window. The game and everything else runs and works fine; no problem there.

So ...

which windows service (or services) do I need to turn back on so I can see the ESO Launcher Announcements in the ESO Launcher window again? Re-installing the Launcher and game did not solve the problem.

    Since this issue started after you disabled some Windows Services, you may just need to re-enable them. You can re-enable services in the System Configuration tool by following these steps.
    1. Click "Start" and then in the "Search" box type 'MSCONFIG'
    2. Click the "Services tab" and then click the "Enable All" button.
    3. Reboot.

    Please let us know if this gets your announcements back.

    Thanks for the reply BilliE.

    I'll go through my services one by one and see what happens.

    Current workaround:
    Right now I move the ESO Online folder out of the Zenimax Online folder, then start up the launcher; all the promos will now show up on the right side; lastly I move the ESO Online folder back into the Zenimax Online folder. After a minute the PLAY button will show and I can launch the game.

    Any additional insights with this additional information?
