This is one in NPC I never understood in Elder Scrolls Online. The Dockworker look like a project Devs were about to do but they scrapped it or still under a development but my case who knows.

Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS5 -

✭Could be the ones at Aldcroft who needed a separate label from the otherwise-identical refugees milling around the docks. The refugees could be stealth werewolves, the dockworkers weren't, and could be ignored.5
