Can not start the crafting qualification quests.

This is an weird one, also posted in main forum.
Has one alt who is unable to get the crafting qualification quests, clicking on the boards just say they look for qualified crafters, the qualification quest givers just give information about crafting.
Created some time after Morrowind then I killed of the last two old bank alts and made some characters I could use later if wanted.
Made two, fist I probably did the qualification quests at Vivec after the tutorial, second I did not.
AD and done the initial PvP tutorial, so this is verified, tried the crafting qualification quest givers and boards in Vulkhel Guard.and vivec but could not find the gear qualifier but as I understand the board start the quest.
cp720, done an decent amount or research even.

I know you have to be L6 to do the Writs. But you should be able to Certify before that.
More than likely, it's because you need to do the certification in your Alliance, so if your AD, go to Vulkhel Guard, EP go to Stonefalls, DC, go to Glenumbra.Enjoy the game, life is what you really want to be worried about.
