I have come to the conclusion that bot-masters pay the monthly subscription, and are therefor immune to persecution by The Powers That Be.

If anyone has a simpler explanation as to why they are tolerated in such numbers and for so long, I'm sure we'd all like to hear it.
Asserting that The Powers That Be are 'Too busy for such mundane details' begs the question.

No one but them can answer as to why bots hang around for so long, and why they don't swing by these hot spots on a regular basis and just smite them. I know they go away, but they seem to only act if someone reports them. I think that they are hoping that people will adjust to them being around and stop reporting them. In that way, they don't have to deal with them.

As for ESO Plus. Doubt it.
