I don't know what it's doing under the hood (obviously), but I suspect (or, at least hope) the Worm Cult motif is technically still an Event achievement. Thing is, there are no other achievements for the anniversary, so into general it goes.

Just how rare are they gonna make the new motif? Sounds like we only get this event for a CHANCE at it?
As you likely know, there are no guarantees with RNG. That in mind, doing 10+ dailies on 6-8 characters a day for 2 weeks makes me feel ok about my odds.

I thought that was meant to exclude Stalhrim and Grim Harlequin, since they're exclusive to the Crown Store during the event period and that'd be marginal amounts of pay to win, but Hollowjack and Skinchanger count. It may have changed since Homestead though?

Hollowjack and Skinchanger both have achievements in the Holiday Event section. Worm Cult is in the Crafting section.
Yes, Motifs that aren’t Crown Store-exclusive (including the ones added with Update 13) are factored into Motif knowledge for the chance to receive Master Writs, with the playable race cultural Motifs being the exception. You may be asked to craft items in the playable race cultural Motifs to complete a Master Writ, but they do not contribute to your chances of getting a Master Writ.

- Highest unpaid bounty: 248,655,731 gold
- Highest paid bounty: 362,324 gold
Have we really crafted 1 item pr. 2 monster kills?
