Upon reading it, if you have completed the Mages Guild quest line, the new book will be added to your Eidetic Memory and be accessible from your Journal at any time. You can find the book somewhere near Chef Donolon in each capital city.
I had just referred someone to this on ESOReddit, and they pointed out there is already a “Adventurer's Almanac, 2nd Edition" in the game.

So people looking and expecting that rare worm cult motif. Please don't get your hopes up and then spam the forums crying and moaning how unfair ZOS is and how stupid the event was because you didn't get that ultra rare motif complete set or whatever it is else you will complain about. It's just an event you might get something cool or you might not each time you do daily. SO, PLEASE FOR THE LOVE OF THE GODS DO NOT EXPECT TO GET ANYTHING OR EVERYTHING YOU WANT!
If you don't get what you want shrug your shoulders and go on about your day. Remember you started this event with it costing you nothing and you will end the event it costing you nothing. Oh and also please do not complain about any guild merchant pricing flux due to event.

Some interesting factsI wonder who decided to pay up. Also, something that doesn't really seem realistic is:
- Highest unpaid bounty: 248,655,731 gold
- Highest paid bounty: 362,324 gold
Have we really crafted 1 item pr. 2 monster kills?
- Total number of monsters killed: 15,881,472,493
- Total number of items crafted: 7,415,834,454

I thought 2nd Edition was added with last year's event, and we were getting a 3rd Edition this year.

I think it's the wording of the article that has people on edge. It's implied that they're going to be rarer drops, and motif pages weren't that common last year to begin with. We'll see, though!
Nobody's gonna get that worm motif.

Yeah, but the ones that are specifically being blocked are quests that you can immediately repeat endlessly. For example, you can't simply grind the Thieves Guild Tip Board jobs or the Dark Brotherhood contracts. Another example would be the cyrodiil quests. Finally, Master Writs don't count. Again, there's no time limit, so you're only restricted by the number of writs you've got.
In contrast, things like delve dailies (on Vvardenfell, in CWC, in Wrothgar, in The Gold Coast, or from the Undaunted) do count. Writs are usually the easiest thing to do, and you can get six boxes that way, fairly quickly. Not that it matters much, but I'm legitimately unsure if trial weeklies count.
