You could use this build on any class in BG's, it's about winning the match, not 1vX. I personally wouldn't use this in CP open world PvP but having used the sets before (not in combination) I know it would be very strong with Forward Momentum and 5 heavy for sure.
I think it's a error to not have tactician in CP with a dodge build because you get 2x more ressource with heavies + 70% more damage on it. Also, light/heavies, heroic slash and reverb scale with master at arms (dunno if PoTL does).

I use it on my stamplar and the 8% from minor vulnerability are noticeable however it's still not optimal when you compare it to stamnb, warden etc

it's funny how the two main stamplar builds bleed dw/2h and 1h+s/2h both Counter each other.
DW can negate the Jabs damage via blade cloak and the other build takes less damage anyway and can deal with the bleeds

2. Javalin isnt always a reliable cc
3. you dont get the utility out of s/b
You can run this build with cowards dw front bar and if you slot blade cloak that is 38% protection values + 25% aoe which is pretty nice too

don't Forget that your PotL almost always reaches the damage cap which gives the bleed builds lots of burst.
Javalin is one of the worst ccs in the game tbh. why does the class with crappy mobility and an 8m spammable channel an 8m knockback? i'd like to see it changed into an low slash which knocks People of their feet so you don't lose time and resources sprinting to your enemy and get locked into sprint if the game feels really devious
Edit: a much better CC for stamplar is the Vampire drain if you AC it however that CC is so bugged that using it feels like exploiting
because most People can't break free from it
