A few friends and I have noticed a significant DPS loss on our dummys. He had mentioned he that maybe the blue CP was glitched. Another guild had told him that may be the case.
But, is this true? Maybe I'm just having a few off days when parsing. Anyone have any insight?

Blue CP? Do you mean the Exploiter CP?
AFAIK the only difference is the uptime of off-balance being reduced, which significantly affects Exploiter's output. If applying off-balanced is a significant portion of your build/rotation, that could be why.Kiss the chaos.1
