Battlegrounds penalty prevent earning AP?

Is there a penalty that prevents you from earning AP for 20 minutes after leaving a battlegrounds match? Got stuck in a match that wouldn't start so quit the match. Went to Cyrodiil with the deserter penalty and couldn't earn AP for 20 minutes. Even turned in a kill enemy wardens quest, no AP. Re-logged, the timer expired and then I got the quest AP. Has anyone else seen this?

    They should have that for people switching faction mid campaign/mid fight, Also extend it up to 2 hours. What ever zos employ put that in there, needs a pat on the back
