So I've seen a lot of concern over only getting four shots to get the achievement for stealing the pig without getting caught. For last year's event, I was able to get the achievement on all 8 of my characters (all I had at the time) - including a mule.
Step 1: Stealing the apple
You're going to get caught. Understand this and life will be easier. Sure, there are a few tiny percentage ways you can get around this, but it doesn't affect the achievement, so why bother? Clear your inventory of stolen items first (or they will be confiscated). Walk up and steal the apple. Turn and run to the nearest guard (there's usually one who walks a path near the center of the courtyard). Pay off your bounty now so you don't get stopped later.
Step 2: Entice the pig
You will be tasked with enticing the pig with the apple. Here's where the technical part begins. As soon as you interact with the pig you must begin your escape. For magicka characters, this means mounting up, stamina characters probably have enough pool to sprint, but I always mounted just to be sure. Whichever your choice, immediately head back the way you came at full speed. The chef will spawn and start calling out for her pig - you need to put some distance between you and the spawn point. Do not wait for the pig's animation to start following you. As soon as the quest arrow vanishes, you should be moving.
Step 3: The escape route
As you make your way back, there will be an intersection of trails in front of a large Argonian structure - this played a part in the main Stonefalls story quest if you've already done it - GO TO THE LEFT! The city of Ebonheart has two sets of stairs that lead from the main level down to the coastline, you want to go back up the stairs on the East side of the town. As you approach the top of the stairs there will be a structure (inn, enchanting house, something....) on your immediate left. This is the second spawn point for the Chef on this side of town, and she will emerge from the door yelling, "Hey! has anyone seen my pig?" or one of her other phrases. Veer towards the center of the courtyard - I think there's some sort of fountain/statue/garden circled by stone - you'll want to hug this, but not collide with it. As long as you're moving at sprint speed, you will stay out of the Chef's detection window.
Step 4: Almost there
As you come through the courtyard, avoid any NPCs with collision (this is why you immediately stop and pay your bounty when you steal the apple) and head towards the gate near the two guild traders. I think there might be a third chef spawn point here, but my memory is a little foggy. Either way, once you clear the gate you should be home free. The quest might not complete until you set foot on the bridge, but I do know I never got caught once I made it out the gate.
Important notes - Every time I tried the west stairs (going to the right side of town on return) I got caught. The only time I got caught going up the east steps was because I got hung up on scenery or an NPC and the chef closed in. Rapids aren't necessary, because the chef's spawn is based on proximity and not time. Rapids tended to make me a little reckless behind the halter and I often missed jumps or ran into things that slowed me down after she spawned. Just a leisurely sprint was all I needed.
If you choose to sprint on foot, I would advise slotting a trash stam pot and popping it as you approach the top of the stairs, this will ensure you make it out of the gate without slowing down.
I was even able to do this on a level 4 mule with an untrained mount. So it should work on any alts you may have, if you care about achievements on alts.
