Pie of Misrule can't be activated in Cyrodiil or Imperial City???

So I have to LEAVE Cyrodiil/IC every two hours and then come back to my grinding spot? Every two hours?

Mementos are always disabled in Cyro.

Thus may be stating the obvious. You need to activate then go into PVP. Come out ever 2 hours and redo.

Problem is prime time when you wait in a queue to get back in. Half the times if I see a massive queue I just log off if I don't fancy doing PvE. Would be nice if the event XP food was just an unlimited consumable.

It’s likely this was done specifically because there is a queue... Having to jump out of PVP to pie-up gives some others a chance to advance through the queue and get into PVP for 2XP.
