Bad Medicine Quest bugged

The quest "Bad Medicine" in Deshaan is bugged. I'm supposed to talk to a character named Grel in his house, but he's not there. The quest marker points to nothing. When I enter the room he's supposed to be in, the NPC Aerona Berendas will remark "By the Tribunal! Grel! What happened to you?", but he's not there. I've tried leaving the zone, waiting 15 minutes, abandoning the quest, but he still will not appear.
