Summerset & The Spiral Skein

I know The Spiral Skein assets have existed for quite some time but after the events in Clockwork and the tease of Mephalas heavy hand in Summerset I was wondering if we knew if the Skein would be a future Zone or just an area we visit through Summerset? (Kinda like how the Vestige quests have you visit Coldharbour a dozen times or how we've visited several planes at this point without actually exploring them?
