I know this from the patch notes but I have done several pick pockets and looted many safe boxes but have yet to find a single page.
What are some tips to finding these? Or is my luck just bad (would not be surprising if that is the case)

They are suppose to be rare and hard to get. If they were easy to get they would be nearly worthless like blue motifs. If you make it into a job, it will become a job.
the DB DLC is worth it just for the blade of woe. You can kill NPCs in certain orders and prevent them from seeing you commit other crimes and that last item is often a better one than the first two.

I just love responses like this. There is, in fact, a middle ground between stupid-rare and "easy to get." But you know that. I can't think of any reason to pretend you don't other than to belittle anyone who thinks the current rate is low. You can disagree with someone without belittling them. I own the DLC. I have characters in the DB. I don't want to have to take those character out just to have a decent shot of pickpocketing things. Believe it or not, some of us draw a line between larceny and wanton murder of innocents.
But the whole pickpocketing system in general is set up more for murder sprees than for larceny. If there were a motif only available by assassination, I"d be okay with that. But having to murder to be an effective thief is a design flaw.

My wife has a spot somewhere in the countryside which only has 2 NPCs - and they seem to only drop Telvani. However, they respawn relatively quickly, and they allow her to do other things.
- Social status/wealth is irrelevant when it comes to motif drops. If you’re grinding the motifs and don’t care about the treasure, stick to beggars and commoners. It’s quicker and less chance of getting caught which means they won’t stay on suspicious for like 10 years.
- Telvanni comes up the most, followed by Hlaalu, then Redoran. I don’t know if that’s helpful at all but if you get duplicates and want to sell them it might be worth taking into account.
