Why do you think there's isn't more Dragon Knight Healers?

I tried using a magicka dragonknight healer in PvE dungeons for a while. She was ... terrible. I thought Igneous Shield would help to make her a decent healer, but she was still way worse than both my templar and my warden healers.
So now she's a terrible DPS and a terrible healer, both, and I've given up on ever using her as a healer again.

From a healer stand point, DK only has 3 abilities designed for healing

Obsidian Shard is problematic for a number of reasons. The heal itself isn't strong, the Knockdown interferes with the tank pulling enemies in with Chains (not sure about Frozen Gate) and it only heals 1 person, whereas most heals other classes provide heal at least 2 or more people.

Obsidian Shield also has a number of problems with it. Scaling off Health means that the shield it provides is going to be low on a healer, the fact that most DK tanks run it for the extra utility also means it conflicts with DK tanking capabilities and the nerf to Major Mending down to 3 seconds was just a low blow that DK healers did not need.

Finally, Cauterize is.....weird. Sure, it provides Major Prophecy, which is fairly useful but in comparison to Inner Light, falls flat as Inner Light grants a fair bit of extra magic that increases all your heals as well as Damage, which more than makes up for the healing effect that Cauterize grants. The whole delayed healing on Cauterize also doesn't help it as, while the heal is fairly potent, it's unreliable and spamming Cauterize to heal on demand can get expensive fairly quick, especially when it only heals 1 person; you'd do better to spam Healing Springs in that situation.

What worries me the most though, is ZOS's expressed desire to split the class skills in a way similar to Warden. If ZOS does do this, I imagine that would mean Fossilize and Eruption get reworked in some undesirable way that makes them more "Healer friendly" and while I would not be against a morph of Eruption being turned into a potent AoE HoT for DK healers, I just don't think it would be beneficial enough to make DK healers relevant either and after Malevolent Offering with NBs, I fear greatly at the potential bastardization of Fossilize into something similar.

    Wow, a DK healer thread!

These guys need a lot of love in comparison to other class/role combinations. I don't recall seeing one in finder for a long time. 2016 maybe? And even then thats a bit of a guess.

I'm actually looking forward to an implementation of ZoS's previous desire to split out the skill trees. Right now there are some classes that underperform in some roles. I believe splitting the class trees will make it easier for ZOS to balance each class in each role. Maybe DK has too many tank skills and not enough healer skills? (would be why they are the meta tank right now and not a healer.) ZoS may not see that until the trees are split and they suddenly find the heal tree is empty and the tank tree is overflowing. Most folk that won't want a change that will most likely help class balance are probably playing a role that is competitive, and not looking forward to competition from other classes. I can't blame anyone for that as some of these class based changes have been way too heavy handed in the past, and in some cases having pretty undesirable side effects. Repentence anyone?

DK heals suck. Simple as that. Yes, they have major mending... for 2.5 seconds at the cost of 3~4k magicka. What other utilities do they provide something Warden and Templar cannot? Even NB heals are better. Sorc pet heals are also surprisingly decent. Only thing DK heals are decent at would be self-healing until major defile turn it into a magicka drain.

They likely have best ultimate generation between five classes. Which in turn is high up in major mending. They also have support that is inclined to not letting enemies even touch allies. This includes shields and other skills. Overall it's a highlight in diversity in game play that eso has to offer.

Still has you said their are issues that we are here to talk about.

They should do. But they don't. They actually have the worst ultimate usage out of the 5. I think templar is about the same. But warden socs and NB beat DK for usage.

The shield sucks if you aren't a tank. Talons and the other stuff is rang by a tank.
