Sorry, but this has been discussed to death:

Why are children necessary? No one can reproduce, which isn't a problem, since no one ever really dies! Need proof, go jump off a cliff, you'll be just fine! Or, do the assassination quests for the DB... trust me, I killed the same guy probably 50 times... he.just.keeps.coming.back! In a universe like that, why are children important?

The argument that it would give the game a higher rating is invalid as many other games including the most popular MMO of all time WoW has them and it rated T. Other arguments about them being abused or killed can be solved by making them invincible just like town guards. I find it a huge break in immersion to wander these large zones and cities and not ever see a single child.

hated them in skyrim and would hate them in eso just the same.
I was this close to making a thread about this because I was surprised to see that the children in WoW weren't annoying. I guess it just comes down to writing, voice acting and the sensitive question whether children should be part of the justice system or not.
About the immersion breaks, I would say that children are not the first thing that come to mind that break immersion...
