^This as soon as you gain xp from combat with it the skill line unlocks and you can start leveling it.0 -

✭✭✭✭✭You have to kill one thing with the weapon to unlock it.
However, once unlocked, you don't have to have the staff equipped, to level the skill line. Just slot a resto skill or two on your damage bar and use your normal weapon. Kill mobs and do quests and you will be L50 before you know it.
Hint, since your L40, just level the skills to Morph stage, slot new ones and level them all to Morph stage first. Then you choose which ones to Morph as you get more skill points.
