Currently as it stands, chilled is a 'global' effect on any given target. This means that multiple people applying chilled will overwrite eachothers chilled debuff. In the end, only one person gets damage from it at any given time. Concussion has the same problem. It would be great if all of these are made individual, just as burning is.
Chilled and concused only do one tick of damage per proc. Meaning that even when separate sources apply chilled or concused, the single hit of damage always hits and they just refresh the debuff of the target, ie the minor maim or minor vulnerability. Burning is the only dot out of the three.
