I've made edits while you quoted me but I think it was more important to respond to how they asked the question. That response was Yes, because it did die technically when the dev left. That was almost 4 years ago.....
Their Tweet actually says its not dead "yet" and something they are thinking about in the future. Nowhere have I seen them say they are actively working on it....
That statement was taken and with data-mine posts the community (some) decided to convey they are working on it for the June update......such was never communicated so for now, the answer is, development did stop when the dev left, and they are thinking about it for the future.
that's it....for now...we will have to wait and see.

Again, ZOS is constantly adding new assets for Spellcrafting that have been datamined in most of the recent major updates. There were two options for Chapter II: either it's Spellcrafting or it's a Psijic skill line. We got the latter. That doesn't mean the first isn't coming later this year or maybe next year. The possibility of Spellcrafting as a Chapter II feature was as likely as the Psijic skill line (when it comes to datamining).
I don't agree on the bold part. We don't know if they're working on it at the moment. At least they still consider it as an upcoming addition to the game which indicates that they're either working on it to implement it sooner or later or they are not working on it but still keep the idea alive.

Truth. When ZOS hired "the Lady" (not allowed to use name of actual person apparently) from SWTOR cash shop, the company signaled Marketing runs the ship. Last 2 years suggests this is true.

We can even see this trend in Bummerset. Bummerset is a lot less ambitious than Moronwind, because it only adds one trial and a skill line instead of an full class, a trial, and battlegrounds. But the ESO population is used to the concept of "chapters" now so they don't have to try as hard.

I still can't think of one positive aspect Spell crafting could bring us. It would be either underwhelming and useless or overpowered and cheesy.
The game wouldn't be any more fun or even remotely balanced. Leave the Morrowind nostalgia and face the truth: Spell crafting would hurt the game!
Zos did state awhile ago it was shelved and last year, I think, they stated they were looking at it again. However, that doesn’t mean it actually moved off the shelf.
