If anything it's a hangover from the days when distribution costs and physical distance meant something but they don't apply to digital products and the Bethesdas of this world should not be allowed to get away with what is a blatant ripoff.
It also applies to digital purchases as well. Governments are slow to catch up but they do eventually.
Digital goods do get charged GST (10%).

Digital goods currently do not get charged GST when they are purchased overseas and the price is under $1000 AUD. As I already said, the government doesn't start collecting GST on low value imported goods until 1 July, 2018.

My link quoted a new GST law that went into effect last July 2017..if a company makes over $75K in sales to Australian consumers then they must register and charge GST.

The Australia tax is *** ridiculous. I mean, just look at the crown store. For us the Erstwhile Sanctuary cost 13000, which in Australian dollars equals $130. Unfurnished. That's more than my fortnightly grocery bill. The Sithis statue was $35. The Banker and Merchant are $50 each. The 4 crown crate pack is $15, which is the exact same price as the monthly subscription (the half-yearly is $90). Mounts are anywhere between $20 and $50. The rare motifs that pop up every now and again are usually around $30.
ZOS rips everyone off, but Australia gets doubly screwed. We've even had paid television programs explain in detail how to break the law and avoid the Australia tax, and not a single one of them was ever charged for it. That was the "At The Checkout" show on the ABC about ... two years ago or so.
So, yeah, Australia (and the pacific region in general) are always *** over when it comes to money. Every. Gods. Damned. Time.

We wouldn't want things like "facts" to interfere with this conversation.
Side note: we Americans get the same treatment when we buy from Australia.
Don't like it? Stop complaining to companies who have no control over this and instead take it up with your government.
Good luck with that.
I love facts. It's a shame you and you ilk don't. I've already pointed out that even if we imposed tariffs on software (nobody has shown we do and we famously eliminated a huge number of tariffs in the Hawke/Keating era), they don't apply to private purchases like this. GST could apply, but for the fifth time, if Bethesda are collecting GST on behalf of the ATO they aren't saying so on their web site, as they are obliged to do by law, and the numbers don't add up anyway. If Bethesda aren't collecting GST then it wouldn't apply because the price is under $1,000 AUD and the government doesn't start collecting GST on low value imported goods until 1 July, 2018. That Bethesda are just being greedy because they can get away with it remains by far the most plausible explanation and it is well worth complaining about.

Why do people keep saying our wages are higher as if it meant something? Our costs are also higher so the two cancel each other out. The point remains, we are being over-charged compared to Americans for the exact same product (which has NO shipping costs).

Problems players in other countries have are irrelevant to the topic, which is that Australians are being routinely over-charged by ZoS/Bethesda.
You know, you are absolutely right. If people in say Eastern European or Mediterranean countries have to pay an entire weeks wages or more for what cost most of us from English speaking countries less than half a days wages, that's completely irrelevant.
Lets talk about YOUR problems: Using $40US
AUS pays $51.62
VAT(10%):$5.16
Total:$56.78
Your price:$59.95
Difference: $3.17 AUS. Is $3.17 going to break you? If it is you have far more pressing issues than the cost of a game's xpack.
FYI the difference covers the fluctuations in the market. It will cost the same price whether the US dollar is worth $1.29 AUD, $1.09 AUD, or $1.49 AUD. Its likely based on a 5 year market trend of the exchange rates. At the peak exchange rate in the last 5 years, in which Aussies pay the most for stuff based in US currency, you would pay about $65 with a VAT. The AUD has been trending upwards for at least the last 5 years. It use to match the US almost dollar for dollar a few years ago.
Do we understand economics now?

I have to say though, that I don't think there's any answer OP would be satisfied with other than "ZOS is evil and rips off Australians!"
It doesn't matter that it's the same in other countries, AUSTRALIANS ARE THE VICTIMS HERE!
I would research more into it but I honestly don't care enough, and the people who have linked articles (and even quoted from them) are deemed to be wrong by royal decree of the OP.

Pointing out that people haven't actually read or understood the pages they linked too isn't "royal decree", it's just pointing out a fact. Australians have never paid GST on personal imports of under $1,000, which is why the local retail sector kicked up a stink about "unfair playing fields" and got it changed. The change, as I've quoted from the relevant ATO page, comes into operation on 1 July, 2018. Anyone who says otherwise is talking through their backside.
In the meantime, without GST as an explanation, Bethesda greed remains the most plausible explanation.
lol and eur=usd since when
It's 10% off where you think it should be. It is possible that the additional costs of a US company doing business in Australia accounts for that (additional taxes, regulations, etc.)? I have noticed that Australia seems to be left out of a lot of events and such - seems like possibly a hard place to do business in?
I guess you need to learn the distinction between "goods" and "services", and accept that your gov has lumped "digital products" in with services, and not goods.
