Because of the way the game works and the strength of both stealth and the nightblade it is the most played class in PVP.

I am of the opinion that whenever a Nightblade engages in combat they should be forbidden from entering stealth again for at least thirty seconds. The Nightblade's are rampant in Cyrodil and cater to inexperienced players that use the stealth escape as a defensive measure to make up for their lack of fighting capability.
The stealth use can be irritating and unrealistic with players being required to give up a skill slot (mage light) just to try and find them or use specialized potions.
Because of the way the game works and the strength of both stealth and the nightblade it is the most played class in PVP.
