It's bigger than Morrowind in area and story size (30 hours over 20 I believe someone else said), a new skill line, a new trial, jewellery crafting (not sure if base game yet).So when Morrowind came out I excused ZOS for being greedy and calling it a Chapter instead of DLC because it introduced an entire new Class.
From the brief intro of Summerset Isle, it looks like the only thing that this "Chapter" is bringing that wouldn't normally be found in a DLC is Jewelry Crafting - and even that is a bit of a stretch because we got transmutation with Clock Work City.
My initial feelings are that ZOS just isn't bringing enough to the table this time for this to be considered a chapter over a DLC

I think it hits the points their expansions are expected to, for me at least. Everyone has to judge for themselves if the product is worth their money.

Either way I'll end up getting it, that's not what's at debate here. It's more whether there is enough content for it to be a "Chapter" in it's own right vs a DLC like Wrothgar, Gold Coast, Hews Bane etc.

Yes, but Wrothgar was apparently 25 hours of play, introduced the first solo arena and Thieves Guild and Dark Brotherhood both added skill lines.
Morrowind also added BattleGrounds, a new PVP experience for those not interested purely in the PVE story. Morrowind brought a LOT more to the table.

On top of me calling BS that updates can’t be released simultaneously on all platforms several times on the forums, they finally prove my point with this global release. It’s so funny the amount of times they said we can’t do simultaneous platform release because of the Microsoft and Sony certification.
