Will The New Summerset Tutorial Also Have a Missing Skillpoint?

Confirmed by zos we will start in summerset. Are we going to be able to choose our starting zone ever as well?
To anyone who doesn't know, pre morrowind characters are missing a skillpoint from the tutorial and completionists are not able to get that extra skillpoint thus unable to collect every skillpoint in the game. Not important to most people but affects a playstyle of some.
Fix: Say its possible to get 405 skillpoints, 2 unobtainable by the pre morrowind/pre summerset characters and be unable to use/see 2 of those skillpoints past 403 skillpoints.

✭For me more important question is the choice of the starting zone/tutorial. If I have both Morrowind and Summerset chapters, will it be allowed to choose between them two at the start? Will it be allowed to choose base game starting location (The Wailing Prison) as well? It'll be a shame if not. And what about the lore? Do new character have a soul? One skill point from one tutorial, common achievement ("The tutorial point") and then everyone is happy.Just because you don't like the way something is doesn't necessarily make it wrong...
Earn it.

Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS1 -

Give us access to those skillpoints ..... why the hell has this not been done already? Just have them auto add to account if you already have a non starter....
