how about some specific information instead of vague accusations. i havent heard of this happening to anyone in any of my guilds. never seen it, never experienced it. Im not saying it doesnt happen, but it hasnt happened to anyone iv ever heard of so the more information you can provide the easier it will be to track this down.
platform? you said CWC. how about we organise a test and get like 500 players to stand there and do nothing but chat for what, 4hrs?

The fact it affects multiple people means it is a serverside issue, period. I would suggest looking at the archetecture of your chat server.
This isn't the only thing I've witnessed happen standing one spot and using the chat function exclusively cause. The game seems to slow down and stutter like crazy as if it has to load new animations. I would hazard a guess and say there's some sort of memory leak reguarding the chat server.

Check your video card. It sounds as if it may be loose, or it may be about to burn out.

How would a GPU affect connectivity?

Fix the DC's. It's not a datacenter issue, it's definately not something out of ZOS's control. Not when it causes a straight up crash for half the instance. It has to be serverside.
