Weird difference in update size

My friend got an update file today for ESO version 1.33 and it was 647.5 MB. I started downloading the same update and it was 18.808 GB. Why was there such a big difference @ZOS_GinaBruno ? My game version was up to date before this

I'm assuming same server?
Maybe they have a rolling asset patch download scheme for the upcoming chapter. To balance out the load on servers leading up to the release. I do feel like that might be giving them too much credit though... and am not really sure how that would be better than just have smaller asset packages per patch across the board.
