Only lighting staff. It effects nearby enemies instead.

On each tick of heavy attack or only the last tick? @Tasear

Well status effect works by some caluclations but but chance exists every heavy attack. Note a charged staff does help.

Light and heavy attacks do not proc status effects, with the exception of maybe lightning heavys since they are aoe. The list of things that do proc status effects and their proc chance is as follows.

    Weapon enchants 20%
Standard ability 10%(single target direct damage)
    Area of effect abilities 5%
    Damage over time abilities 3%
Area of effect damage over time abilities 1%

So this is working as intended? Has there been an official statement?

Yes it's a chance based be system. If you have charged staff get 220 greater chance.
