They were so happy about their new tutorial, they wanted to share it with everyone. (a decision i feel must have come during the latter half of the post development party when they were all pretty much... chemically influenced becond the boundaries of common sense)
Even though it makes a great deal more sense to start off with the "vestige" tutorial instead...
But! You do not -have- to!
You can start off with that tutorial, then take the wayshrine to your factions starter city (Davons Watch - Daggerfall - Vukhel Guard) right away, talk with your "Mysterious Benefactor" and get things rolling the old way.
It is much, much better that way! Not only are the old way starter isles a much more forgiving place for new characters, the whole story also makes a lot more sense that way!

I guess new players are just clueless... because when I start a new character out, I immediately go to the Vvardenfell wayshrine and head for my alliance mainland to start the main quest. Because technically, you have to do the 'benefactor' quest to end up in the Wailing Prison in order to exit onto your alliance island which is the proper sequence. There is nothing forcing you to stay on Vvardenfell after you exit the tutorial, your main alliance starter zone, eg. Auridon for AD, is available via wayshrine right off the boat. Once you teleport to your main starter zone, you'll get offered the 'benefactor' quest.
