Why does Morrowind look so much better than any other zone (on consoles)?

Vvardenfell is absolutely stunning on my PS4 Pro. It is no Horizon Zero Dawn or Witcher 3 but comes very close - but only Vvardenfell. Most other zones look significantly worse. Can somebody tell me why?

Is it because ZOS got better in designing zones over time or because they put a lot more workload into making Morrowind beautiful (because of nostalgia, because it lacks content...)?

    Yeah, newer zones will look better simply because of newer tech, more practice, etc. Most of the game's base zones were made during Skyrim's production time. Maybe Vvardenfell fell in particular because they used the map of old Morrowind as a base and worked from there instead of starting from scratch, allowing more time for detail?

    Vvardenfell looks nice but not stunning if you asked me. It's similar to Stonefalls, just the mushrooms grow bigger and higher and the buildings are a bit weird. Remove mushrooms and siltstriders and you have almost a standard zone ;).

    Also Vvardenfell has a big defect in case of Vivec City - the structures outside are small, but when you enter inside - interiors are huge. Why using such a nonsense scaling, nobody knows, is it magic?
