No, you aren't right. they cost 20+k as other parts. Some guy bought all of them for TWENTY THOUSANDS PER PIECE and try to make money on YOU, ME and other guys.
That's not against the rules.
I did the Gold Coast quests on my crafter every day during the event, and I ran all my alts on it one day. I received what I'd estimate to be about 40 boxes that would drop the Minotaur.
Didn't see a single page drop. Got a few Order of the Hour, but nada on Minotaur.

No but it is foolish to support them by buying at an over inflated price. The OP is only suggesting not to waste your money. They have a good point.
