Edit: Because that is indeed a bug. It simply doesn't acknowledge the Effect, as it was likely overlooked while in development. (Since the only source of this Buff is via a Set)Edited by Avran_Sylt on March 15, 2018 12:45AM0 -
Valkysas154✭✭✭✭✭Don't seem to buff mending as well set looks so good until you realise how poor Templar healers are in the minor/major buff department and you pretty much wasted your time farming it.

Princess_Ciri✭✭✭✭✭Just came here to comment that I reported this back when it was on the PTS and ZOS didn't seem to regard it as a bug or a problem since they didn't change it. But I can see my post is linked above anyway
The positive is that Jorvuld's does buff War Horn, so it's still really good for healers.GM and raid leader of Hot Girls Play DPS, the cutest guild EU1 -

Wasted time farming it for PvE maybe ... but not for PvP.0
