Is the Base Cost for CC break approx 5k?

I was looking through videos (because I couldn't find it on Google or forum search)
And I saw my last recorded duel my CC break was approximately 4.4kish and because I'm not at home, I'm guessing I have 20% in CP in CC break cost reduction. I am not wearing any medium.
Does this sound correct?
1. Is 5k about the base cost for CC break?
2. Is the base cost intended to be about 5k for CC break?
