stupid question: why do you guys even decon regular loot? Unless you need to lvl crafting, seems like a waste of time to me. I just vendor everything.

The fact that you not only said "that I may someday use" but also felt compelled to add "(lol)" suggests you know perfectly well what the solution is!

You can however not store bound items on secondary account.I feel sure you can buy a second game for less than 15 dollars which gives you 8 chars for more storage as well as the bank.
This is the equivalent cost of a small Crown Pack

I'm deliberately holding all jewelry at the moment waiting for the jewelry crafting announcement thinking that it might be valuable to have for deconstructing and getting mats / leveling jewelry crafting. I have more than 200 pieces of CP160 jewelry at the moment

The inventory pool should be shared among characters to simplify things. After all, it's basically what you're already doing when shuffle around from alt to bank to alt again.
