Before One Tamriel, if you needed the Multifaceted Eye on a Pact character, you had to farm DSA. One round has... I think, four Nix Hounds.
Originally, Covenant characters who missed out on the Spiked Collar were straight up screwed, until ZOS added some Jackals to Craglorn.
Dominion got hit hard early on, because the Flesh Attronachs were bugged, and couldn't drop their trophy at all, and the only place you can farm Flesh Attronachs? Malabal Tor, which you'd be overleveled on a Dominion character.
To be fair, on PC, you used to be able to move trophies between characters and choose who got the progress. But that changed around 1.7 or 1.8.
