I cant hear what the NPC is saying? Is it broken? At least I can read what they are saying

Check your sound settings. Click 'esc' and check audio settings, check all the levels.
If you are hearing things, but not voices, it might be you have turned down speech in the audio settings, or whatever it's called.

all my settings are fine, just have no speech. All other sounds are good

Try relogging, try repairing launcher.
Other than that, who knows, launch bug?
