I got it because I pre-ordered during the Beta. It’s a nice feature and helps the game feel more like a traditional TES game, imo. I don’t think it was a good idea to charge people for it in the first place.

No, preorders don't work that way. You just get the game and the preorder bonuses are in a one use code on your receipt. This is to prevent preorder bonuses from being transferred between other people. My copy just came with the Explorer's Pack, which contains Any Race Any Faction as part of the bundle.

Nah, comes with a lot of versions even to this day. When i moved over to the PS4 from the Xbone 2 years ago, my ps4 copy came with a code in the box for it.

I got out of it more than I paid. I've been using it for over a year now, and I wouldn't care if it happened, and there was no "reimbursement." The point a lot of people miss is the use they got out of the feature before it goes free.
Many complain about things like when rift releases the previous expansion as part of the base game. Everyone that plays knows it will eventually be free, just wait and be 1.5-2 years behind everyone else.
