Do (healing) proc sets proc when you miss health but have an absorb shield active?

Can somebody clarify this?

There are some healing sets that only proc when the target is missing some health (Prayer Shaw, Combat Physician). Do they proc when the target is missing health but has an absorb shield active that's bigger than their missing health?

10.000 / 10.000 health --> does not proc
9000 / 10.000 health --> procs
9000 / 10.000 healt + 1500 absorb shield --> ?

I know they're still missing health when they are shielded but does the proc set know that too?

    Sets that proc on healing prod when actual HP is replaced by the heal. Shields ar not relevant in this since the don’t block healing.

    Exception is SPC which specifically indicates the target must already be at full health.

    Exit: The proc set doesn’t care if they are shielded or it would state that. It only cares if something actually got healed. The easy way to test this is have a friend keep a shield up and use something like the mage guild skill to reduce their health so you can test it for yourself.

    I wish it would be that easy to test things on console, unfortunately it's a pita...
