[ESO]: FPS Problem [MSI Laptop]

Hello, today I bought a MSI GE72MVR and downloaded ESO on it. Once playing, I noticed that I run around 24-35 FPS when on Medium Graphics. I've been across the forums, and all over the internet trying to figure out why, but I can't seem to find any fix or help for it.

I've been through the ESO Customer Support page, and tried everything listed. Nothing happened.
I've tried lowering all settings, to the lowest (Minimum), this gives me around 40-50 FPS.
Tried lowering .ini file settings, nothing happened.

The laptop is fully updated, and up to date. Software, and windows both.
Xbox DVR is turned off.

This is quite unacceptable considering all other games I have downloaded run perfectly fine at 80-100 FPS. It seems only ESO does this. At times ESO will even stop to 14 FPS which causes the whole game to stutter.

MSI GE72MVR Apache Pro

    I have also now tried Votan's Adaptive Video Settings Add-on. Did nothing at all, maybe added 3-4 FPS.

    If you are having performance issues on your laptop, please ensure that you have the game set up to run in a high-performance profile.

    I have an MSI laptop also, and while not exactly your problem, I have noticed severe stuttering over the past few days, specifically after the newest patch. I usally hang around 70-100 FPS, but now it drops down to the 10s and 20s...
