Lions and wolves wouldn't be allowed except maybe a bosmer could ride them.

You are picking and choosing your morality.
If you really felt that passionate about in-game animal cruelty, you would have walked away from the game. Animal cruelty is present in every zone... There are quests that deal with it, including in regards to horses. You are given you the option to extend the cruelty. Rivenspire comes immediately to mind.
ESO is all about acts that shock the conscience, and forcing you to make choices between bad and worse. The reality of it is that if Tamriel had a fake unicorn market, the horns would be permanently attached. It's cheaper, less maintenance and it's unrealistic to think leather straps could keep the horn properly positioned or intact given the habits of horses. If you are into immersion, a strapped on horn is immersion breaking when set in Tamriel...
