So I have an ESO account on ps4, is there a way to make a pc account on the Bethesda website or something, I'm getting a pc next year but I wanna reserve a name, is there a way I can do this?

You can't make any form of transfer. You need to buy a second account and won't be able to reserve a name until you do so (although you can create an account on the ZOS website no doubt), unless of course you know someone well enough to trust them to create a placeholder for you. Incidentally, I would strongly advise against going with Steam for the PC account, stick with a direct account with ZOS and cut out all the middle-man complications from using Steam.
