Confused about Races & Factions

On fan sites and pre-release forums it was clearly stated that only 3 race options were available for each faction. On some TESO sites this is still the case.
Yet when I logged on to create my first character this morning, it seems that ALL races are available for all factions. For example, I wanted to be Aldmeri Dominion. I thought I would be restricted to High Elf, Wood Elf or Khajiit. But no, ALL races are available for Aldmeri Dominion.
Am I going mad ? Have I missed something ? Can someone please confirm this ?
