There may be a few exceptions, but most of them are part of the chest piece. But that's still 40+ designs to audit into a separate piece that can be hidden. I just don't know if it's worth the effort when they don't really look that bad when you're wearing a motif in its entirety.

If swords and daggers didn't clip into the tassets that would be great, but they do. And also, I don't want giant hip flaps on every style of armor. Jerkins and Robes for example, I want a robe without tassets that isn't Khajiit 1 or WoodElf 1, and not Mazzatun, etc. There aren't that many styles that don't have tassets, and a few styles only lose them on the lowest level style.

I think this is the most reasonable response. I also believe side flaps are often more annoying in appearance than front because the front flaps actually had purpose. Most armors have weak points around the groin despite the fact that there are exposed lethal points in the region, including major arteries that lead up from the thigh. There is actually a purpose for these. What surprises me is that there is no leather skirt for any of the imperial armor styles (Pteruges in the old Roman armor, formed from leather strips).
I would like to add that there were actually plenty of armors that had some of these 'side protections' although they did not drape quite like they do in the game (that is to say hovering). The hovering pieces though I suppose are due to potential clipping issues.
