Likely because the engine they use has been set up to load entire libraries of stuff instead of individual data. For example, let's say their music guy adds one song to a zone. The game engine might be set up that they can't just add that song in, they have to resubmit a redone playlist or something with all the songs to get it to work. Tweak an animation, maybe they have to reupload all animations in that combat family etc. Just throwing out hypotheticals, no personal knowledge or anything.
