Not since Morrowind. They changed it to Minor Mending which is only 8%

He is stamina Templar, so magicka skills will not heal for much

I mostly main one as well, I am saying that I run 1 on each bar, and drop them pre-fight, and during big fights in Cyrodiil.

If you slot it just for the purge, you should have picked the other morph, Extended Ritual, because it purges more effects; it's also cheaper than Efficient Purge, 3.5K vs. 4.7K magicka, but still pretty expensive for a stamina player. The heal will be negligible though. Restoring Focus is fine, though it's rather hard to make use of Major Ward & Resolve since you need to step on the rune every 8s or also recast it, but it's rather cheap, at around 1.7K magicka.

I like the *idea* that this morph hurts the enemy somewhat!

It doesn't. Also you only need one of the abilities active at any given time to get the minor mending passive for yourself. Also, as opposed to a magicka Templar you will need to cast Extended Ritual re-actively, to purge negative effects after you have them on you, rather than pro-actively, to heal. Of course, the group can make use of the synergy to purge themselves for 2 effects. But otherwise, that skill is not that useful. If you want to really hurt the enemy, put PotL on him then stack bleeds (ex. Master's 1H Axe w Blood Craze/Rending Slashes and/or 2H Axe w Brawler , put pressure with Biting Jabs and execute with Reverse Slice. Blood Craze will also heal you to a much greater extent since it does scale on maximum stamina and weapon damage.
