"Somebody please help me! Help me! Help! Can no one lend a hand?!"

i was running around collecting some crafting surveys in Wrothgar when I heared somebody call for help - which is nothing out of the ordinary in Tamriel - but unlike anyone ever before he shouted and shouted and didn't seem to pause or stop. He even continued to shout around while I was already taking care of the evildoers who killed two of his poor echalette. Once I finished them off he ran away without a word of thanks, but he was surely in shock so I won't blame him. Later in a different land I suddenly heared a woman shout around in the same fashion. Is this becoming a new trend across Tamriel? Are adventurers not helping enough anymore?

I captured a video so you can get a better idea:

Also notice that the bandits are pulling me into combat even when I am hidden (red border around the compass).

Disclaimer: All people asking for help are safe and all bandits dead.

Its a random encounter unique to Wrothgar, similar to those times when there's a hostage tied up as a trap by bandits or a merchant is attacked by bandits. There are very similar ones in Eastmarch where Stormfists are attacking farmers.

But good on you for stopping to help these poor people out.

I know that these encounters exist. The bug is that the NPC is shouting all his voice lines non-stop. It wasn't like that in the past. ;)

This happened to me twice yesterday. First was in Deshaan with the encounter where someone is tied up calling for help. The person wouldn't shut up until I killed the bandits. The second was in The Rift. This time it was the mage who summons daedra and teleports away when it's over. He too, kept repeating his lines. It was exactly like in the video.

Pretty sure this is another bug that came with CWC.

Encountered something similar in Wrothgar yesterday but this time it was both the victim AND bandits shouting things at the same time without breathing.
If you want me to reply to your comment type @Ankael07 in it.

I ran into a dude who scammed me with his fake yell for help and tried to get my butt kicked. After I beat up his buddies, he tried it again right away, and continued to yell for help even as he ran away! Come to think of it, he might have been begging someone else to save him from *me*...

If the Blade of Woe worked on those NPC's, I'd be helping the bad guys out.
