If I make a char "out-of-faction" so to speak (say a Breton in Aldmeri Dominion) - will he still appear in High Rock after the Cold Harbor sequence?

✭He will appear in the faction starting area that you choose. If you choose AD, he will start in the ship at the port in the AD town. He will not do anything with his base faction until you get to 50+ area like if he was an AD race.If you like my thoughts, feed my addiction! Give me forum credit!
