Arakaul the Unbroken lorebook cannot be reached?

I have tried getting back into the dungeon of Honor's Rest to acquire the Arakaul the Unbroken lorebook, but I cannot seem to get down into it. All that is open to me is the hall and burial chamber, and that seems to be it. Is it like other dungeons that you cannot get back into it once it has been completed?

✭You want to go into the catacombs that are... from the landing where the camps/entrance to the burial chamber are, down the stairs and to the right. Sorry, it's too early for me to give compass directions
There'll be some harpies and Winterborn by the entrance to the cave.
If they locked the entrance to the catacombs, that's a different story. But last I checked, they weren't locked and I don't see a reason why ZOS would go out of their way to change it now.0
